Yes, that is the Snarky Blond Exile allowing Sieges to kiss his hand. It only took me eleven months and three LET events in which the Snarky Blond Exile was there, but it was well worth the wait. Sieges's life is complete. I love the comments I got from my faction family-members:

This came after a deliciously insane event involving us Mervs chasing a pair of legs belonging to one of the Twins around the Mega-City, trying to find more parts of the Twins. Including a pair of gloves containing their hands... I have to admit, as much of a Flood fangurl as I am, it was funny to watch the "Half Twin" ./kickdoor-ing at Flood, and then when we brought the gloves. the crazy custom emotes involving Flood trying to wrangle those feisty hands, which tried to slap him in the face, etc.
