Is it November already??

Just got the infamous "Too many connections" error message on the NaNoWriMo site as I was tooling around on it. I was about to ask for a little advice on who I should kill off at the climax of The Nephillim Variation, but I guess it will have to wait. Ah well.
I'm feeling a bit better than I did earlier: working on a scene involving the upper echelon of the Grigori, the Parzupheim, having a council meeting... which lead me to my first huge gaping plothole: It appears that Penume, the Grigori side/identity of Sabia Valiant, is/was a member of the Parzupheim, but has been removed from it, due to the fact that she's under Enniel's thumb and he's been keeping her true nature hidden from her and has done so for the better part of a hundred fifty years. The question is: why would the Parzupheim allow him to get away with this? (Aside from the fact that Enniel functions almost like a paranormal Mob boss -- cross that: he *IS* a paranormal Mob boss...) Granted, Penemue suffered being executed during the Reign of Terror, but even before then, zie* was on the outs with the Parzupheim for having had a hand in the assassination of Shemyaza, their leader, however, they were willing to reinstate Penumue... but then the Reign of Terror happened, Penumue literally got the axe and hir* shell was destroyed, while hir soul was preserved until they could find a host for it (I won't get into how that happened, as it's very spoilery and potentially weird...). Enniel had a hand in the production of said host, and as the resulting Miss Valiant's guardian, decided to use her as a mole of sorts... What's bugging me, though, is why the Parzupheim would allow him to get away with this and let her remain under his thumb for this long... I don't know if this is a plot hole or a logic hole, but I'm itching to patch it soon and I could use some suggestions...

*Gender-neutral personal pronouns. The problem with Modern English is that it doesn't really have a gender-neutral personal pronoun. "It" doesn't really apply, since "it" tends to refer to inanimate objects. This is something I feel needs to be rectified, especially on the Internet, where you don't always know the gender of the person on the other end (and they may have elected not to reveal it) and in science fiction or fantasy, where you may have sapient characters who don't fit the definitions of male or female as they apply to humans (and also there are some humans who don't fit the typical definitions of male or female, but that's a whole other discussion). The Grigori, as Angels, don't really fit male/female roles, unless they choose to do so: Penemue, as Sabia Valiant, is content with being female, but I've found that Enniel and one of my newer Grigori characters Kurt Scharnhorst, aka Kashday sometimes like to slide between male and female when it suits them, though I won't get into detail on that yet.
Whoa, that was a long-winded footnote...
